Dave Waterhouse

National Advisory Council Member

Dave Waterhouse is a seasoned fire service leader with over 25 years of experience in municipal fire safety, operational planning, and community risk reduction. As Assistant Chief at the Service de sécurité incendie de Montréal (SIM), he leads the Strategic and Technical Service Center, managing key areas such as business continuity, asset management, sustainability, insurance classification, and data-driven decision-making.

 

Beyond his leadership role, Dave is a respected researcher and international speaker. He has co-authored multiple economic impact studies on fire service operations and community risk reduction, while contributing to international projects with the NFPA Research Foundation to strengthen fire safety standards.

A dedicated mentor and educator, Dave has instructed various certification programs, emphasizing the importance of knowledge-sharing in leadership development.

He holds an MBA from the Université de Sherbrooke, a bachelor's degree in management from HEC Montréal, and dual diplomas in Fire Prevention and Fire Safety Management. He is also a certified Executive Chief Fire Officer (ECFO) and Chartered Administrator.

Dave’s blend of operational expertise, academic rigor, and strategic foresight continues to advance public safety innovation and resilience in Québec and beyond.
